The United States has approved a possible $1.041 billion sale of up to 10,000 APKWS II guidance sections to the United Arab Emirates, a package that could sharply expand Abu Dhabi’s stock of lower-cost precision weapons for both strike and counter-drone missions. Announced by the U.S. State Department on October 2, 2026, the proposed transfer would give the UAE greater magazine depth and more options for engaging unmanned threats without relying on scarce high-end air-defense interceptors.
The package combines air-to-air and air-to-ground APKWS II configurations with rocket motors, high-explosive warheads and proximity fuzes, enabling precision engagements against ground targets and suitable aerial threats. At the proposed scale, APKWS II could strengthen the UAE’s layered air-defense architecture by providing a more economical engagement tier for drones while preserving advanced missiles for cruise missiles, ballistic missiles and other demanding targets.

On October 2, 2026, the United States approved a possible Foreign Military Sale to the United Arab Emirates valued at an estimated $1.041 billion for Advanced Precision Kill Weapon System-II (APKWS II) guidance sections and associated equipment. The proposed acquisition would significantly expand the UAE’s inventory of precision-guided rockets as Abu Dhabi strengthens its layered defenses against increasingly complex aerial threats. According to the U.S. Department of State announcement, the sale would enhance the UAE’s ability to address current and future threats while improving interoperability with U.S. forces.
The UAE has requested to purchase up to 10,000 APKWS II guidance sections, comprising a combination of air-to-air and air-to-ground configurations. The proposed package also includes Mk-152 high-explosive warheads, MK66 rocket motors, proximity fuzes, WTU-1/B practice warheads, inert MK66 rocket motors, technical documentation, transportation, training and logistical support. BAE Systems, Inc., in Nashua, New Hampshire, has been identified as the principal contractor. The scale of the latest request is particularly significant when compared with the UAE’s earlier May 2026 notification for 1,500 air-to-air APKWS II guidance sections valued at $147.6 million, pointing to a substantial expansion in planned inventory depth and operational flexibility. The State Department has stressed that the proposed transfer would support the security of a major U.S. defense partner and would not alter the basic military balance in the region. As with other Foreign Military Sale notifications, the authorization represents approval of a possible sale rather than confirmation that a final contract for the complete quantity and value has been concluded.
APKWS II Expands the UAE’s Precision and Counter-UAS Engagement Options
At the center of the acquisition is the Advanced Precision Kill Weapon System-II, a system that transforms the conventional 2.75-inch, or 70 mm, Hydra rocket into a precision-guided weapon by inserting a laser guidance section between the rocket motor and warhead. The system follows reflected laser energy from a designated target, providing significantly greater accuracy than an unguided rocket while retaining a relatively compact weapon configuration. The U.S. Naval Air Systems Command describes APKWS II as an inexpensive precision-strike solution designed to destroy targets while limiting collateral damage, with the weapon already integrated across several fixed-wing and rotary-wing aircraft. Its relatively compact configuration and ability to use existing rocket components make APKWS II particularly valuable as a scalable precision effect rather than as a replacement for larger guided missiles.
For the UAE, however, the strategic importance of APKWS II increasingly extends beyond conventional precision air-to-ground operations. The weapon has demonstrated a counter-unmanned aircraft system role, with the U.S. Navy employing APKWS through the VAMPIRE counter-UAS architecture to defend against unmanned aerial threats. NAVAIR has specifically identified proximity-fuzed APKWS warheads as an important enabling technology for counter-UAS operations, allowing the weapon to engage aerial targets without depending solely on a direct physical impact. The inclusion of proximity fuzes and air-to-air configurations in the UAE package is therefore especially relevant to Abu Dhabi’s effort to expand the number of options available for engaging relatively small unmanned threats.
This capability also addresses one of the most important challenges facing modern air-defense forces: interceptor economics and magazine depth. Using sophisticated long-range surface-to-air missiles against every comparatively inexpensive drone can impose a disproportionate cost on the defender while rapidly consuming finite stocks of high-end interceptors. APKWS II can potentially provide an additional engagement layer against suitable lower-end aerial threats, allowing more capable systems to remain available for ballistic missiles, cruise missiles and other demanding targets. A potential inventory measured in thousands of guidance sections would also give the UAE greater depth for sustained operations, an increasingly important consideration when air-defense forces may be required to counter repeated or simultaneous waves of unmanned systems. This does not make APKWS II a substitute for the UAE’s higher-tier air and missile-defense systems; rather, it could provide commanders with a broader defensive engagement ladder in which different effectors are matched to different categories of threats.
Strengthening Layered Defense Against an Evolving Gulf Threat Environment
The requirement takes on greater strategic significance when viewed against the evolving security environment in the Gulf. The U.S. State Department notification does not identify Iran as the intended target of the proposed sale, and the acquisition should not be characterized as being exclusively directed against Tehran. Nevertheless, Iranian missiles and one-way attack drones remain an important component of the regional threat environment confronting Gulf states. On May 28, 2026, U.S. Central Command reported that Iran had launched five one-way attack drones posing threats in and around the Strait of Hormuz, while a ballistic missile was launched toward Kuwait and intercepted by Kuwaiti forces. Such incidents illustrate the complexity of defending against different categories of aerial threats at the same time and highlight why Gulf defense planners increasingly require both high-end missile-defense capabilities and more scalable counter-UAS solutions.
For Abu Dhabi, the strategic challenge is therefore not simply defeating an individual drone or missile, but maintaining sufficient interceptor capacity, magazine depth and appropriate weapon-to-target allocation during sustained or saturation attacks. An adversary capable of combining relatively inexpensive unmanned aircraft with cruise or ballistic missiles can force a defender to make rapid decisions about which interceptor should be assigned to each incoming threat. By expanding the UAE’s APKWS II inventory across air-to-air and air-to-ground configurations, the proposed acquisition could offer greater flexibility within that layered architecture, helping preserve more sophisticated interceptors for threats that specifically require their range, speed and performance.
The proposed $1.041 billion APKWS II package therefore represents more than an expansion of the UAE’s precision-strike arsenal. If completed at the notified scale, it would provide Abu Dhabi with a substantial inventory of adaptable guided-rocket technology capable of supporting precision-strike and counter-UAS missions while reinforcing a broader layered air-defense strategy. Against a Gulf security environment increasingly shaped by drones, missiles and the possibility of saturation attacks, including threats associated with Iran, the value of APKWS II lies not only in its precision, but also in the additional magazine depth and scalable engagement options it could provide. For the UAE, those characteristics could make the system an increasingly important component of protecting national airspace, critical infrastructure and deployed forces while further strengthening defense interoperability with the United States.
