The United States has transferred multiple MQ-9 Reaper drones from Africa Command counterterrorism missions to Colombia and Ecuador to support U.S. Southern Command’s expanding campaign against regional drug cartels. The redistribution expands intelligence, surveillance, and reconnaissance coverage over key northern trafficking routes and border zones. Operating from regional locations significantly increases target dwell time and persistent tracking capabilities compared to previous long-range sorties launched from Puerto Rico.

On October 6, 2026, the New York Times reported that U.S. officials confirmed the transfer of several MQ-9 Reaper drones from U.S. Africa Command (AFRICOM)’s counterterrorism missions, particularly against al-Shabaab in Somalia, to Colombia and Ecuador, as part of U.S. Southern Command’s (SOUTHCOM) expanding campaign against South American drug cartels. Ecuadorian Defense Minister Gian Carlo Loffredo confirmed on October 2 that two Reapers had arrived and were already operating over Ecuador, including to surveil its 732-kilometer border with Colombia. Bogotá has separately arranged to loan three MQ-9As and is considering purchasing a fourth, although deliveries remain unconfirmed.
The redistribution follows the confirmed destruction of at least 45 MQ-9s during the 2026 Iran conflict, equivalent to 24.7% of the U.S. Air Force’s September 2025 inventory of 182, as well as after at least 71 U.S. strikes against suspected trafficking vessels since September 2025. Ecuador’s deployment is concentrated on cocaine movements through its northern provinces, where trafficking routes connect Colombian production nodes to distribution networks connected to the Pacific coast. These provinces, Esmeraldas, Carchi, and Sucumbíos, face different trafficking conditions: Esmeraldas provides coastal access, Carchi contains road connections through the Andes, and Sucumbíos borders Colombian jungle and river corridors. Taura Air Base in Guayas has been associated with the MQ-9 deployment, although permanent basing and operating responsibilities remain unconfirmed.

Colombia’s three planned Reapers would concentrate on Nariño, Cauca, Putumayo, and Norte de Santander, where cocaine production and transportation corridors intersect with the activities of the National Liberation Army (ELN), FARC dissident factions, and other criminal organizations. The distinction matters because Ecuador is principally a transit and export country, while Colombia contains cultivation areas, processing laboratories, territorial networks, and departure routes. Ecuador’s constitutional prohibition on foreign military bases, reaffirmed in a 2025 referendum, also places legal constraints on any permanent U.S. military installation, even though temporary deployments and bilateral operations may follow different arrangements.
The MQ-9A Reaper entered service with the U.S. Air Force on May 1, 2007, following its first flight on February 2, 2001, and can observe repeated movements between suspected production sites, river crossings, and coastal departure points during a single mission. The unmanned aircraft has a 20.1-meter wingspan, an 11-meter length, a 3.8-meter height, and a baseline maximum takeoff weight of 4,760 kg. Its Honeywell TPE331-10 turboprop generates 950 shaft horsepower, providing a maximum speed of 482 km/h, a cruising speed of 278 to 315 km/h, and an altitude ceiling of 15,240 meters. Six external attachment points accommodate up to 1,700 kg of payload, with the two inner stations rated at 680 kg each, the two middle stations at 272 kg each, and the two outer stations at 91 kg each. Surveillance endurance reaches 27 to 30 hours, while extended-range configurations equipped with additional fuel can reach 33 to 35 hours.
Carrying weapons logically reduces the available endurance depending on the load. The MQ-9’s principal surveillance equipment includes the AN/AAS-52 multispectral targeting system, which combines daylight and infrared cameras with laser ranging and designation, and the Lynx multimode radar, which provides synthetic aperture imagery, ground moving-target indication, and maritime search functions. Over Colombia, these sensors could monitor vehicles approaching suspected cocaine-processing facilities, identify activity at clandestine airstrips, and follow exposed movements between roads and river crossings. In Ecuador, the same set could help track small vessels departing coastal locations, monitor transport routes leading toward Guayaquil and Posorja, and identify repeated activity near suspected loading points. The Reaper can also fire AGM-114 Hellfire missiles, GBU-12 Paveway II laser-guided bombs, and GBU-38 JDAM weapons, while a 2020 upgrade demonstrated an eight-Hellfire configuration.
In South America, however, the dense forest canopy remains a significant limitation because optical and infrared sensors cannot reliably observe personnel or equipment concealed beneath vegetation, and radar detection does not automatically establish whether a vehicle or vessel is carrying narcotics. No confirmed information establishes that the Reapers operating in Ecuador are armed, that Colombia’s aircraft will arrive with weapons, or that either contingent has conducted lethal strikes. Operating closer to trafficking areas could substantially increase surveillance time compared with missions launched from Rafael Hernández Airport in Puerto Rico, where at least nine MQ-9s were observed in December 2025. At 170 knots, direct flights covering 938 nautical miles to Colombia or 1,451 nautical miles to Ecuador require 5.5 or 8.5 hours each way.
Within a theoretical 27-hour mission, return transit leaves 16 hours over Colombia or 10 hours over Ecuador, before fuel reserves and routing allowances. Potential areas could include Colombia’s Pacific departments of Nariño and Cauca, which contain coca-growing areas and connections to coastal departure points, as well as Ecuador’s Guayaquil, Manta, and Posorja ports, which provide access to container shipping networks serving Europe and North America. U.S.-Ecuadorian cooperation already includes maritime vessels, Black Hawk helicopters, surveillance aircraft, and riverine boats, creating potential opportunities to convert aerial detections into interceptions. In September 2026, Washington also announced plans for $45 million in additional security assistance to Ecuador, including a Coast Guard cutter and five interceptor vessels, following seven previously supplied vessels.
The MQ-9s could complement those maritime assets by locating suspected vessels and maintaining contact until an interception force arrives, provided communications and national operating authorities permit coordinated action. The redistribution coincides with a change in SOUTHCOM’s organization and the geographical scope of U.S. counter-cartel operations. Gen. Francis L. Donovan assumed command in February 2026, the Americas Counter Cartel Coalition was launched in March and expanded to 19 participating countries, and SOUTHCOM established an Autonomous Warfare Command in April before activating Joint Task Force-Western Hemisphere in August. U.S. military strikes against suspected trafficking vessels, for their part, began on September 2, 2025, when Washington announced the deaths of 11 alleged Tren de Aragua members. By early October 2026, this campaign had killed more than 200 people, although cumulative counts differ between organizations tracking individual strikes.
On October 4, a further U.S. attack killed four people aboard a suspected trafficking vessel in the Caribbean, bringing one independently maintained count to 70 strikes and 235 deaths. The U.S. military did not provide publicly verifiable evidence that narcotics were aboard that vessel, and the legal basis for lethal action against suspected traffickers remains disputed. Washington is also pursuing operations against inland infrastructure, including cocaine laboratories, clandestine airstrips, illegal mining facilities, and transport networks. In Colombia, President Abelardo de la Espriella’s government established Joint Task Force Urano on October 6 to coordinate military and police operations against the ELN in the northeast, following September’s Operation JOTAM, during which police seized 4,921.5 kg of cocaine, arrested 32 people, and identified 103 trafficking cases involving airport networks.
Ecuadorian operations supported by U.S. agencies also targeted Los Lobos and Los Choneros on August 26, producing more than 20 initial arrests and the disabling of two clandestine airstrips. Nevertheless, the scale of the regional cocaine economy explains why additional surveillance aircraft or operations do not necessarily translate into reduced drug availability. Colombia recorded 253,000 hectares of coca cultivation in 2023, 10% more than in 2022, while potential cocaine manufacture increased 53%, from 1,738 to 2,644 metric tons. Globally, coca cultivation reached 385,100 hectares in 2024, while potential cocaine manufacture reached 4,100 metric tons, compared with 869 metric tons in 2014. Ecuador’s importance comes primarily from its geographical position between Colombia and Peru and its commercial connections to international markets. Its Pacific ports, container terminals, and road infrastructure allow criminal organizations to move cocaine into legitimate cargo flows, including agricultural exports.
Competition for those routes has contributed to violence involving port access, territorial control, extortion, and prison-based criminal networks. Ecuador recorded 9,216 intentional homicides in 2025, an increase of 32% over 2024, equivalent to 50.91 deaths per 100,000 inhabitants. The MQ-9 deployment therefore addresses distinct security problems: surveillance of production areas and armed organizations in Colombia, and identification of cross-border trafficking movements and export logistics in Ecuador, reflecting a security crisis extending beyond cocaine transportation. As of October 9, 2026, the available indicators show intensified enforcement but no demonstrated contraction of the cocaine market attributable to U.S. military strikes. Global cocaine seizures increased 70% between 2020 and 2024, meaning that larger seizures cannot independently establish a reduction in the total quantity reaching consumers.
By July 2026, cocaine availability, purity, and prices in the United States had not shown changes consistent with a major supply disruption from the maritime campaign, while traffickers continued adapting routes, vessels, and transportation methods. Between January 1 and October 3, 2026, Ecuadorian authorities conducted 493,793 security operations, apprehended 57,611 people, and seized more than 141 tons of drugs. The Reapers could therefore increase the time available to identify suspected facilities, follow exposed transport movements, and direct interception forces toward specific locations, but they cannot independently determine cargo contents, dismantle financial networks, or prevent replacement shipments.
