Ukraine says Starlink limits threaten defense against jet-powered Shaheds

SpaceX’s new restrictions on Starlink satellite communications threaten Ukraine’s ability to intercept Russia’s increasingly fast jet-powered Shahed drones, a presidential adviser warned on October 14, 2026, as Ukrainian military units reported canceled drone missions and communications failures at speeds well below the initially reported limit.

Serhii Beskrestnov, an adviser to President Volodymyr Zelenskyy on defense technology, said the restrictions could undermine what he described as Ukraine’s most effective current solution for intercepting jet-powered Shaheds.

“Starlink is used in what is currently the most effective solution (interceptors) for protecting our skies from jet-powered Shaheds,” Beskrestnov wrote on Telegram.

He said the decision was effectively depriving Ukraine of one of its few available means of countering the faster Russian drones.

The warning followed the introduction of a speed restriction on Starshield, the military-oriented version of SpaceX’s Starlink service, overnight on October 13–14. According to Beskrestnov, the limit was set at 100 miles per hour (160 kilometers per hour), without advance warning to Ukrainian forces.

Ukrainian units report canceled drone missions

The aircraft continued flying during the interruptions, but operators struggled to maintain control. One unmanned systems unit had already canceled several missions because of the problems, the corps said.

The disruption was particularly serious for intermediate-range strike drones, which must accelerate during launch. Flying more slowly to preserve connectivity would also make the aircraft more vulnerable to Russian defenses.

Separately, Ukrainian volunteer and former defense ministry adviser Serhii Sternenko reported that some military personnel were experiencing dropouts at speeds as low as 60–70 kilometers per hour (37–43 miles per hour). That lower threshold has not been independently established.

A new problem for Ukraine’s jet-powered Shahed defenses

The Geran-4, for example, typically flies at 300–400 kilometers per hour (185–250 miles per hour), according to Ukraine’s Defense Intelligence. Ukrainian manufacturers have responded with new interceptor designs, including models capable of reaching speeds above 600 kilometers per hour (375 miles per hour).

A Starlink connection restricted to 160 kilometers per hour would therefore be insufficient for high-speed interception if the drone depends on the satellite link throughout its flight. The impact on individual interceptor types will depend on their communication architecture and degree of onboard autonomy.

The restrictions also mark a reversal of the circumstances that originally prompted Ukraine to seek tighter Starlink controls.

In January 2026, Ukrainian officials discovered Russian drones using Starlink terminals to maintain communications beyond the reach of conventional radio links. On January 29, 2026, then-Defense Minister Mykhailo Fedorov announced that Kyiv was working with SpaceX on countermeasures.

On February 2, 2026, Ukraine introduced a terminal whitelist intended to prevent Russian forces from accessing the network while preserving legitimate Ukrainian access. The measures also included restrictions on operating terminals in motion.

The latest change appears to have extended speed restrictions to Starshield services previously used for higher-speed operations.

Poland challenges Musk as SpaceX remains silent

Polish Foreign Minister Radosław Sikorski publicly challenged SpaceX chief executive Elon Musk on October 14, 2026, asking whether he was “playing politics” with his products again. He added that European customers were watching.

Poland helps finance Ukraine’s Starlink connectivity, making Warsaw a significant stakeholder in the service.

Beskrestnov suggested that the sudden restrictions were connected to the current political situation, while Sternenko speculated that SpaceX had acted at the request of US President Donald Trump’s administration.

The changes come amid US pressure on Kyiv to halt strikes against Russian oil refineries. However, the drones used for those attacks reportedly rely on other communications systems.

As of early afternoon on October 14, 2026, SpaceX had not publicly explained the restrictions.
