Elfly receives $50 million electric seaplane order from Cambodian airline
Norwegian electric seaplane startup Elfly has received an order for five NOEMI electric seaplanes from Cambodian airline VET Airways.
VET Airways is a startup airline set up by Virak Buntham Express, one of the largest transportation companies in Cambodia. The acquisition of seaplanes is expected to complement the comprehensive bus transportation network that Virak Buntham Express already operates in the southeastern Asian country.
As reported in local media, VET Airways is expected to serve the tourism industry in Cambodia as well as support the formation and training of a pool of local pilots.
This order, which is valued at US$50 million, adds to Elfly’s US$550 million accumulated order backlog. So far, the Norwegian aircraft developer has received orders for 52 NOEMI seaplanes since announcing its launch customer, Nordic Seaplanes, in September 2024, during an event in Copenhagen which was attended by AeroTime.
In June 2025 Elfly successfully completed the flight test of a 1:5 subscale model of the NOEMI seaplane with a wingspan of 4.5 meters at a fjord in Norway. The first full-scale demonstrator is expected to begin testing in 2027, with certification and entry into service expected in 2030.
Also in June 2025, during the Paris Air Show, Elfly announced it has signed a Pre-Application Contract agreement with the European Union Aviation Safety Agency (EASA).
This is an important step in an aircraft certification process, as it establishes a structured framework for the review of the application before the final one is submitted by the developer. The Pre-Application Contract covers the entire process of prototype development and will set the conditions for the obtention of a permit to perform flight tests once Elfly has a prototype ready.
