Finland Builds Arctic Air Combat Capability With First Home-Based U.S.-Made F-35A Fighter Jets

Finland has begun establishing a permanent F-35A presence in the Arctic with the arrival of its first two home-based U.S.-made F-35A Lightning II fighters at Rovaniemi, headquarters of the Finnish Air Force’s Lapland Air Wing. The aircraft arrived on September 18, 2026, and were formally presented on October 1, 2026, marking the beginning of Finland’s domestic transition from the F/A-18C/D Hornet to the F-35 rather than the completion of that process.
The deployment gives the Finnish Air Force its first F-35As permanently based inside the country and starts building a new combat aviation presence in northern Finland. From Rovaniemi, the aircraft will eventually support air defense, surveillance, precision strike, electronic warfare, and data-sharing missions across Finland’s northern airspace and the wider Nordic-Arctic region.

The Finnish Air Force Rovaniemi air base is strategically important because the Lapland Air Wing defends northern Finland. Establishing the F-35A there places Finland’s future fifth-generation fighter force close to the Arctic operating environment, where long distances, demanding weather conditions, and the need to protect dispersed infrastructure shape air operations.
Finland has so far received 10 of the 64 F-35As it ordered under the HX fighter replacement program. Eight remain in the United States at Ebbing Air National Guard Base in Arkansas, where Finnish pilots and maintenance personnel are undergoing training, while the two aircraft at Rovaniemi are the first intended for permanent basing in Finland.
Their arrival therefore represents a shift from a mainly U.S.-based training phase toward the gradual creation of an operational F-35 force inside Finland. Additional aircraft deliveries, pilot conversion, maintenance preparation, weapons integration, and infrastructure work will continue before the fighter assumes the full range of missions currently performed by the Hornet fleet.
Finland selected the F-35A in December 2021 to replace its aging F/A-18C/D Hornet fleet, which remains the backbone of Finnish combat aviation during the transition. The 64-aircraft program is intended to preserve Finland’s air-defense and strike capability as the Hornets are progressively withdrawn, with the transition continuing through the end of the decade.
Compared with the Hornet, the F-35A introduces low observability, integrated sensors, electronic warfare, and advanced data links designed to improve survivability, threat detection, and the sharing of targeting information with Finnish and allied forces. These capabilities are particularly relevant in northern Finland, where aircraft may have to operate across long distances and in contested electronic environments while supporting both national air defense and NATO operations.
The F-35 fighter jet will also have to integrate with Finland’s established concept of dispersed air operations. The Finnish Air Force regularly trains to move combat aircraft away from permanent bases and operate from alternative airfields and road bases, reducing dependence on fixed infrastructure and improving survivability during a conflict.
The arrival of the first two permanently based F-35As at Rovaniemi therefore marks the first domestic step in Finland’s transition to a fifth-generation fighter force. As deliveries continue toward the planned 64-aircraft fleet, the F-35A will progressively assume the Hornet’s frontline missions while expanding Finland’s ability to conduct air defense, precision strike, electronic warfare, and networked operations across the northern operating environment.
