Mexican government seeks compromise with US over new flight restrictions
The Mexican government is set to begin talks with US authorities to negotiate a new agreement regarding restrictions recently announced by the Trump administration on flights from Mexico.
During a press conference on July 22, 2025, seen by local media outlet Infobae, Mexico’s President Claudia Sheinbaum said that the US government had issued a one-month deadline to enforce the new measures.
These measures require all Mexican airlines, including passenger, cargo, and charter operators, to submit their flight schedules for approval by the US government.

In response, Sheinbaum noted that Jesús Esteva Medina, Mexico’s Secretary of Infrastructure, Communications and Transportation, has met with airline representatives and confirmed that Mexico’s Ministry of Foreign Affairs is also part of the negotiations.
According to Medina, the government is actively addressing the situation and analyzing what measures can be addressed or for which an alternative can be proposed.
“[US government officials] are asking for a series of very particular points and it is being seen if they are acceptable or if necessary to make an alternative proposal, then it is being addressed,” Sheinbaum said during the conference.
Some measures requested by the US are already reportedly being addressed or put into action at Felipe Ángeles International Airport (NLU), but the Mexican government has not detailed what these are.
On July 19, 2025, the US Department of Transportation (DOT) accused the Mexican government of not adhering to the 2015 US-Mexico Air Transport Agreement and exhibiting ongoing “anti-competitive behavior.”
The US DOT stated that Mexico has not complied with the bilateral agreement since 2022, when it suddenly canceled slots and compelled US all-cargo carriers to relocate their operations.
Consequently, the US DOT said that it “reserves the right to disapprove flight requests from Mexico should the country fail to take corrective action.”
The department also said that US President Donald Trump and US Transportation Secretary Sean Duffy are currently taking note of multiple other countries, including the ones in Europe, that are ignoring the terms of US air transport agreements, according to US DOT.
