Netherlands first to use NATO mechanism to buy US Patriot systems for Ukraine

The Netherlands has become the first NATO member to finance a complete US military aid package for Ukraine under the newly launched Prioritized Ukraine Requirements List (PURL), committing €500 million to urgently needed air defense systems and munitions. 

The initiative, unveiled by US President Donald Trump and NATO Secretary General Mark Rutte on July 14, 2025, enables NATO allies to purchase US military equipment from existing stockpiles for delivery to Ukraine.  

According to the Dutch Ministry of Defense, this first Dutch-funded package includes components and missiles for the US-made Patriot surface-to-air system, which Ukraine has repeatedly identified as one of its most critical defense capabilities amid intensified Russian missile and drone attacks. 

“The daily Russian attacks are pure terror, aimed at breaking Ukraine,” said Dutch Defence Minister Ruben Brekelmans. “Ukraine’s security and that of the Netherlands and NATO are directly linked.” 

The new PURL initiative is meant to accelerate the delivery of high-priority capabilities through pooled NATO funding. Deliveries under the program are expected every two to three weeks, with the first two shipments scheduled in August 2025. 

Ukraine has warned of a critical shortage in air defense systems as Russia intensifies its campaign against cities and infrastructure. Kyiv has requested at least seven additional Patriot batteries, one of the few platforms capable of intercepting ballistic missiles and high-speed aerial threats. But deliveries are complicated by limited availability among allies and strained production lines.
