Netherlands Maintains Romania MQ-9 Intelligence Mission as US Withdraws, Highlighting NATO’s Management of the Reduction

The Netherlands is extending its MQ-9 Reaper surveillance mission from Romania as the United States ends its contribution to the same NATO operation, according to the Dutch Ministry of Defence. The Dutch government has announced the extension of its NATO ISR (Intelligence, Surveillance, and Reconnaissance) mission in Romania, aimed at preserving the Alliance’s capabilities as US participation in the relevant ISR capacity comes to an end. This transition demonstrates that the Alliance is increasingly managing the redistribution of its military burden among European Allies, amid the ongoing reduction of the US military presence in Europe. In doing so, the Dutch Armed Forces are helping to preserve NATO’s persistent ISR presence on the eastern flank. In its latest press release, the Dutch Ministry of Defence states that American participation is coming to an end, causing the Dutch contribution to gain importance. The Dutch deployment, which had previously been extended until the end of September 2026, will now continue through 31 December 2027.
In 2024, three unarmed Dutch MQ-9s operating from Câmpia Turzii, in Transylvania, Romania, were tasked with ISR missions in support of NATO. They patrolled Romanian airspace, as well as international waters over the Black Sea. The Dutch deployment was operating alongside the US MQ-9 presence and its supporting personnel. The American presence at the same airbase predates the Dutch deployment, having been established in 2021 for a similar ISR mission.
Since 2024, the Netherlands’ MQ-9As have been upgraded to the Block 5 standard, providing a payload capacity of up to 1,700 kg. The platform offers a long-endurance surveillance capability, equipped with Synthetic Aperture Radar/Ground Moving Target Indicator, Maritime Radar and Electronic Support Measures (ESM). The aircraft are unarmed when deployed on ISR (Intelligence, Surveillance, and Reconnaissance) missions. In their usual configuration, they have an endurance of more than 27 hours.
The MQ-9s are, however, only one component of NATO’s broader military presence in Romania. The Forward Land Forces Battle Group Romania (FLF BG) is deployed at General Berthelot Camp in Cincu, with France acting as framework nation and Belgium, Luxembourg and Spain contributing forces. The multinational formation is designed to be reinforced and expanded into a brigade-sized force in the event of a major crisis. Romania also hosts a rotating Allied fighter presence, with detachments such as Royal Air Force Typhoons and Spanish fighter deployments maintaining NATO’s air policing capability. The current Spanish deployment consists of seven F-18s, one A400M air-to-air refuelling aircraft, three NH90 helicopters and approximately 200 personnel.
The region has come under particular pressure since the beginning of this summer, with a number of aerial and maritime drones entering Romanian airspace or operating within the country’s exclusive economic zone. On 14 March 2023, a Russian Su-27 fighter jet intercepted and damaged a US MQ-9 Reaper operating over the Black Sea, ultimately forcing the drone to crash into the sea. The Reaper had taken off from a Romanian airbase.
In July, a Romanian F-16 shot down a drone that had entered Romanian airspace without authorisation. The previous month, on 5 June, a Ukrainian explosive naval drone self-detonated in the port of Constanța. The Ukrainian side stated that the drones involved had lost communications, with the incident most likely caused by Russian electronic warfare. On 20 August, two Romanian F-16s responded to a maritime drone near the Neptun Alpha offshore platform, within Romania’s exclusive economic zone. One F-16 hit the drone with its cannon, after which Romanian EOD personnel neutralised it. Subsequent checks confirmed that the drone carried an explosive payload.
The US decision to end its contribution to this ISR capacity also follows a broader adjustment of the American military posture in Europe. At the end of 2025, the US government had already decided to reduce its military presence in Romania as part of a wider push for greater burden-sharing among NATO Allies. The US withdrew part of its rotational presence from Romania, with around 1,000 US troops remaining in the country. Against this backdrop, the latest decision is not a surprise. Washington has already initiated a reduction of certain US military capabilities in Europe as it reassesses its force posture on the continent.
In the context of the war of its direct neighbor, Moscow has repeatedly accused NATO of supporting Ukraine’s war effort and has alleged that Western ISR activities over the Black Sea contribute to Ukrainian intelligence collection, particularly in support of unmanned warfare and Ukrainian naval operations in the Black Sea.
It is also worth noting that, during the war with Iran, the US military reportedly lost a significant number of MQ-9s. The Washington Post reported in August that the US military had lost at least 45 MQ-9 Reapers during the conflict, or roughly a quarter of its fleet. It is therefore possible that pressure on the available MQ-9 inventory could also influence decisions concerning where remaining aircraft are deployed, although no direct link to the withdrawal from the Romanian ISR contribution has been publicly established.
The end of the US contribution represents a reduction in the Alliance’s available ISR capacity, particularly on the eastern flank. While the Dutch extension helps mitigate the impact of the American withdrawal, it does not necessarily replace the full volume of capability previously provided by the United States. One could therefore argue that the transition may ultimately have implications for the intelligence picture available to Ukraine, should any reduction in NATO’s ISR coverage translate into less intelligence being shared with Ukrainian forces. However, the extent to which intelligence collected by individual NATO ISR platforms is shared with Ukraine remains largely undisclosed.
