L’eventualità di dotarsi di droni armati era già emersa in via indiretta sin dalla decisione di acquistare i REAPER.

Durante il dibattito nella Commissione Difesa della Camera il 12 febbraio 2008, l’allora sottosegretario alla Difesa, Giovanni Lorenzo Forcieri, specificò che dietro la decisione di acquistare i REAPER non c’era alcuna intenzione di equipaggiarli con dei sistemi d’arma.
