Nel febbraio del 2016, come parte della presentazione del budget che prevedeva di chiedere al Congresso per l’anno fiscale successivo, il Pentagono aveva indicato che stava valutando lo sviluppo di una dottrina concernente l’utilizzo di vettori aerei, denominata Arsenal Plane. L’idea era di trasformare un aereo da trasporto in un “camion intelligente per munizioni” e farlo evolvere in una rete con cacciabombardieri di quinta generazione (F-35 o F-22).
