Il ventennio 1870-1890 fu un periodo contrassegnato da due importanti riforme dell’ordinamento del Regio Esercito, rispettivamente quella Ricotti e quella Ferrero, capaci di influire sulla dottrina e sugli obiettivi militari del giovane Regno d’Italia.

Furono dunque anni di grande dibattito interno tra ufficiali che molte volte, su temi generali, coinvolse anche politici ed economisti nell’ambito di un rinnovato interesse dell’opinione pubblica per le questioni militari.
