Polish presidential spokesperson Rafał Leśkiewicz confirmed that there is a strong chance that the Philippines could place a follow-up order for additional PZL Mielec S-70i Black Hawk utility helicopters following bilateral talks between President Ferdinand Marcos Jr. and President Karol Nawrocki in Manila. The high-level discussions build upon the completion of a 32-aircraft delivery contract that established the Philippine Air Force as the largest operator of the Polish-built variant globally. Both administrations evaluated expanded industrial cooperation opportunities, including potential local assembly and maintenance framework agreements.

On October 8, 2026, Polish presidential spokesperson Rafał Leśkiewicz indicated that there is a strong chance that the Philippines could purchase additional S-70i Black Hawk helicopters from PZL Mielec following talks between Presidents Karol Nawrocki and Ferdinand Marcos Jr. The prospect emerges only 43 days after the Philippine Air Force accepted its final seven S-70is from a 32-helicopter contract on August 26, completing a procurement program involving 48 deliveries under two agreements signed in 2019 and 2022, worth $865.4 million. The Philippines currently possesses 47 S-70is following the loss of one helicopter in June 2021, making it the world’s largest operator of the Polish-built Black Hawk variant. Bilateral discussions also covered potential helicopter co-production following a Philippine delegation’s visit to PZL Mielec. A further order would increase the Philippine Air Force’s existing medium-lift helicopter inventory, although no additional quantity, contract value, delivery schedule, or manufacturing agreement has been confirmed.
Manila ordered its first 16 S-70is in June 2019 for PHP14.87 billion ($241.4 million), with deliveries completed by December 2021. A February 2022 follow-on agreement covered 32 helicopters for $624 million (PHP31.8 billion), increasing the average contractual expenditure from $15.09 million to $19.50 million per aircraft, a 29.3% rise including associated equipment and services. Under the second agreement, five helicopters arrived in June 2024, another five in December 2024, and the remaining 22 were delivered by August 2026, including seven accepted at Villamor Air Base in Pasay City on August 26. The 205th Tactical Helicopter Wing consequently operates 15 S-70i helicopters from the first acquisition batch and 32 from the second. Philippine Black Hawks conduct troop transport, jungle operations, casualty evacuation, and resupply, alongside firefighting on Homonhon Island in April 2026 and earthquake damage assessment in Sarangani in June.

Manufactured in Mielec, Poland, the S-70i shares its airframe architecture and T700-GE-701D engines with the U.S. Army’s UH-60M Black Hawk, with each engine producing 1,262 kW continuously and 1,471 kW for 2.5 minutes under one-engine-inoperative contingency conditions. The S-70i measures 19.76 m overall, with a 15.26 m fuselage, 16.36 m main rotor, 3.35 m tail rotor, and 5.13 m height. Empty weight is 5,376 kg against a 9,979 kg maximum takeoff weight, leaving 4,603 kg before accounting for fuel, personnel, and equipment. Maximum cruise speed reaches 296 km/h, never-exceed speed reaches 357 km/h, and maximum climb rate reaches 17.8 m/s under specified conditions. Its 1,362-liter baseline fuel capacity provides a maximum range of 578 km without reserves, extendable to 2,150 to 2,300 km using 1,514 liters of optional internal fuel or up to 3,028 liters in external ferry tanks, depending on configuration.
The helicopter accommodates two pilots, two cabin crew members, and 12 soldiers in a 3.84 m-long cabin with 11.2 m³ of volume and sliding doors with a 1.7 m opening. Removable seating permits cargo transport or medical evacuation, including three-stretcher arrangements or dedicated six-stretcher interiors. Its 4,082 kg cargo hook allows underslung equipment transport, subject to fuel, altitude, temperature, and aircraft weight restrictions. Armed configurations can accommodate M134 7.62 mm miniguns, M3M and GAU-19 12.7 mm machine guns, and four external weapon stations carrying up to 76 Hydra 70 rockets or 16 AGM-114 Hellfire missiles, with guided 70 mm rockets also available. The Philippines received eight M134D-H 7.62 mm Gatling guns on January 23, 2026, for defensive armament during troop insertion and extraction, but has not confirmed fleet-wide integration of external missile or rocket launchers.
The S-70i’s cockpit incorporates four 10-inch multifunction displays, dual flight-management systems, GPS/inertial navigation, digital maps, and HF/VHF/UHF communications. Its Integrated Vehicle Health Monitoring System supports fault diagnosis, while redundant hydraulic and electrical systems, armored pilot seats, ballistic-tolerant components, crash-resistant fuel tanks, and energy-absorbing landing gear address equipment failures and certain combat damage. On October 8, 2026, Lockheed Martin signed a Direct Commercial Sale contract with the Philippine Department of National Defense for an S-70i Full Flight Simulator, Virtual Maintenance Trainer, and associated courseware. The flight simulator reproduces the helicopter’s operating characteristics through a digital twin, while the maintenance trainer models hydraulics, avionics, and other subsystems for troubleshooting exercises. The agreement includes spare parts and sustainment support through 2032, while Philippine pilots continue training at the U.S.-based Sikorsky Training Academy pending establishment of domestic facilities.
PZL Mielec began the production of the S-70i in 2009, followed by the first flight in July 2010, and operates under the ownership of Sikorsky, itself a subsidiary of Lockheed Martin. The Philippine 32-helicopter contract became its largest single Black Hawk order, while 48 cumulative deliveries made Manila the largest customer for the Polish-built S-70i, not the wider UH-60/S-70 family. The factory completed its 700th Black Hawk cabin in October 2025, reflecting cabin manufacturing rather than 700 completed S-70i helicopters. Philippine representatives subsequently examined potential co-production, which could involve final assembly, component manufacturing, or maintenance, each requiring different tooling, certification, and investment. Additional helicopters would permit more simultaneous island reinforcement, casualty evacuation, and resupply missions, but sustained operations would still depend on secure landing zones, forward fuel supplies, maintenance teams, available crews, and suppression of nearby air defenses.
