U.S. Air Force B-1B Bomber Enters NATO New Air Defence Framework for First Time in Baltic Drill

NATO tested its new Air Defence framework over Lithuania and Latvia with a multinational force that included a U.S. Air Force B-1B Lancer for the first time, exercising Integrated Air and Missile Defence under a common command structure. The training brought together fighters, tanker aircraft and ground-based assets from six Allied countries as NATO adapts its Baltic air posture to address aircraft, missiles and unmanned aerial threats within the same defensive architecture.
NATO brought a U.S. Air Force B-1B Lancer into its new Air Defence framework for the first time during multinational training over Lithuania and Latvia. The September 29 exercise combined fighter aircraft, aerial refuelling assets and ground-based elements from six Allied countries to rehearse Integrated Air and Missile Defence under a shared command structure. The activity supports NATO’s move toward a Baltic air posture designed to manage conventional aircraft, missile and unmanned aerial threats within a single defensive framework.

The mission was organized as a Flexible Deterrent Option, or FDO, bringing together German and Italian Eurofighters, Spanish F-18 Hornets and Turkish F-16 Fighting Falcons alongside the U.S. bomber. Air-to-air refuelling support was provided by Airbus A330 aircraft from NATO’s Multinational Multi-Role Tanker Transport Unit and by an Italian KC-767A, while Spanish and Latvian ground assets took part in the multi-domain air defence scenario. The focus was less on evaluating a particular system than on the ability to integrate different national forces rapidly within a shared architecture.
NATO Allied Air Command detailed the September 29 activity as part of the development of the Alliance’s new Air Defence framework. For the first time under this structure, the B-1B participated in the opposing-force scenario, introducing a long-range heavy bomber into an environment otherwise built around tactical fighters and ground-based assets. Joint Force Air Component responsibilities were delegated to the French Air and Space Force, with a French commander overseeing the conduct of the air operation.
The B-1B adds a different dimension to the scenario than a conventional fighter training event. Powered by four General Electric F101-GE-102 afterburning turbofan engines producing more than 30,000 pounds of thrust each, the aircraft can exceed Mach 1 and carry up to 75,000 pounds, or around 34 tonnes, of weapons in its internal bays. Its variable-sweep wing allows the aircraft to adapt its configuration to different phases of flight, while its synthetic aperture radar provides functions including terrain following and moving-target detection. The bomber is also equipped with Link 16, allowing the crew to receive tactical information from other aircraft and command-and-control nodes.
Although the B-1B originated as part of the U.S. strategic bomber force, it no longer performs a nuclear mission. The United States removed its nuclear role in the 1990s and later modified the fleet to make it compliant with an exclusively conventional mission, a process completed in 2011. In the Baltic exercise, its participation should therefore be understood as that of a long-range conventional bomber capable of representing a large and fast aerial threat rather than an element of the nuclear posture.
These characteristics nevertheless make the B-1B a distinct training adversary for an air defence architecture relying on several types of sensors, command nodes and effectors. Its speed, radar signature and flight profile impose constraints that differ considerably from those associated with small drones, even though NATO’s revised framework must be able to address both ends of that spectrum. The approach therefore seeks to establish common procedures that remain applicable regardless of the type of airborne threat, from crewed aircraft to unmanned systems.
The tactical issue lies primarily in how quickly the various assets can be brought together within a functioning defensive system. Fighters already deployed in the Baltic region can be combined with reinforcement aircraft, tankers and ground assets while operational control is transferred to a NATO-certified national command structure. This allows the Alliance to rehearse detection, identification, mission assignment, interception and force coordination without requiring all participating assets to come from the same country. Air-to-air refuelling also extends fighter time on station and facilitates repositioning between different sectors of the Baltic operating area.
The September mission forms part of a broader evolution of NATO’s air posture on its eastern flank. Baltic Air Policing has been conducted since Estonia, Latvia and Lithuania joined NATO in 2004 and historically relied on rotating fighter detachments tasked with protecting airspace over states without comparable national combat aviation capabilities. NATO is now seeking to integrate that function into a wider IAMD architecture combining surveillance, command and control, combat aviation and ground-based air defence.
This evolution is directly linked to the recent security environment in the Baltic region. On September 29, NATO Secretary General Mark Rutte referred to repeated drone incidents on the eastern flank and said the Alliance was adapting its integrated air and missile defence posture to this type of threat. NATO also reported that Italian fighters deployed at Šiauliai intercepted and shot down a drone that violated Lithuanian airspace on September 15. In this context, the integration of a long-range U.S. conventional bomber, European fighters, tanker aircraft and Baltic ground assets under a French-led air component shows how the Alliance is seeking to combine different national capabilities rapidly on its eastern flank. The presence of the B-1B broadens the scenario by confronting the air defence chain with a large and fast threat, while the same procedures must also remain applicable against drones and other smaller airborne targets.
