The mission was conducted by Littoral Combat Force-24, a force of more than 1,300 Marines and sailors centered on the 24th Marine Expeditionary Unit under Col. Ryan Lynch. LCF-24 replaced the 22nd MEU in the SOUTHCOM area in May 2026 and is assigned maritime interdiction, embassy reinforcement, tactical recovery of aircraft personnel, quick reaction, and disaster relief missions under Operation Southern Spear. Its organization differs from the standard MEU model of roughly 2,400 personnel deployed with a three-ship Amphibious Ready Group. LCF-24 instead distributes a smaller Marine Air-Ground Task Force between shore-based nodes and amphibious shipping, initially centered at sea on USS Fort Lauderdale (LPD-28), reducing the number of amphibious warships continuously committed to the SOUTHCOM mission.
The September operation also shows that this construct is not tied to a single amphibious ship. USS San Antonio is a 684-ft, 25,000-ton-class LPD with a flight deck and hangar for rotary-wing and tiltrotor aircraft and a well deck capable of supporting landing craft and small boats. For maritime interdiction, those facilities allow one ship to launch the surface interception element and provide helicopter support while retaining command, maintenance, medical, and logistics functions aboard. The combination is relevant in the Eastern Pacific because the ship does not have to close directly with every suspect vessel: small boats conduct the boarding while the UH-1Y provides a much faster means of moving firepower, personnel, or emergency support between geographically separated contacts.
The force structure also increases the number of maritime contacts a Marine formation can service without keeping all of its personnel aboard one amphibious group. Marine Corps operational analysis of a MAGTF task-organized for maritime interdiction calculated that a MEU could add up to six VBSS (Visit, Board, Search and Seizure) actions per day by combining multiple maneuver elements with aviation or ship transport and organic quick-reaction, casualty-evacuation and fire-support assets. LCF-24 applies the same basic logic with fewer than the roughly 2,400 personnel of a standard MEU and with forces distributed between ships and land nodes. The tradeoff is lower concentrated combat power than a complete ARG/MEU, but SOUTHCOM gains a force structured to place boarding teams and aviation at multiple points across a theater dominated by dispersed trafficking routes rather than conventional fleet combat.
The September 2 operation therefore shows the practical division of labor inside that force: an LPD provides the afloat base, an 11-meter RHIB closes with the target, Marines physically secure and exploit the vessel, and an armed UH-1Y provides aerial support before participating in its destruction.
