Switzerland seeks $1.2B to reserve air defense production slots

On August 19, 2026, Switzerland’s Federal Council announced that it is to ask parliament for an additional 970 million Swiss francs (about $1.2 billion) to secure delivery slots for ground-based air defense equipment. It cited a deteriorating threat environment, as well as a global arms market in which manufacturers are demanding larger advance payments to reserve production capacity. 

According to the Federal Council statement, the supplementary credit would be split four ways:  

250 million francs ($312million) for short-range ground-to-air defense  
650 million francs ($812 million) for medium-range ground-to-air defense 
60 million francs ($75 million) for a semi-stationary medium-range radar system  
10 million francs ($12 million) for defenses against small drones  
The government stressed that the money is intended to guarantee production capacity and delivery timelines for acquisitions set out in the Army Message 2026, rather than fund new procurement decisions. 

The short-range tranche corresponds to Rheinmetall’s Oerlikon Skynex system, a truck-mounted 35mm gun system from Rheinmetall Air Defence on an Iveco Trakker chassis, worth 800 million francs ($1 billion) across the full program. On August 20, 2026, the Federal Department of Defense, Civil Protection and Sport (DDPS) declared that the project is on schedule and contract talks with the supplier are underway. 

The medium-range tranche to Diehl Defence’s IRIS-T SLM, worth one billion francs ($1.25 billion) overall. Switzerland’s procurement agency, armasuisse, signed a cooperative acquisition contract for the IRIS-T SLM in July 2025. 

Swiss Air Force chief warned defenses were outdated 

The Federal Council pointed to hybrid actions and long-distance strikes as the threats it considers most likely to affect Switzerland, alongside what it described as insufficient capability against aerial threats.  

Major General Christian Oppliger, the Swiss Air Force commander, made a similar case during an interview with the Swiss outlet Blick on April 12, 2026, calling the country’s air defenses “modest and outdated” and claiming that Switzerland lacked any credible countermeasure to ballistic missiles.

The package does not cover Switzerland’s long-range tier, where the government is weighing a second system after its Patriot deliveries slipped by at least five years with costs rising by roughly 50%, prompting the United States to redirect Swiss F-35 funds to cover frozen Patriot payments. Reports suggest that the French-Italian SAMP/T NG, built by Eurosam, is a leading candidate. 

Parliament will consider the Army Message 2026, which contains the underlying procurement request, during its Autumn session, running September 14 to October 2, 2026. The supplementary credit itself is scheduled for the Winter session, from November 30 to December 18, 2026. Both require approval from the Federal Assembly before the Federal Department of Defense, Civil Protection and Sport (DDPS), led by Martin Pfister, can release advance payments to manufacturers. 

More than 60 military sites to receive security upgrades

Separately, the Federal Council announced that it would invest 100 million francs ($125 million) over the coming years to upgrade physical security at more than 60 military sites, including fencing, video surveillance, electronic access controls, and hardened facilities, with the work due for completion by early 2029.

The government noted that the additional spending does not require reallocating funds from elsewhere in the budget, pointing to improved federal revenue forecasts driven largely by higher-than-expected corporate tax receipts.
