The U.S. Air Force is adding $12.09 million to a Scale AI contract for agentic artificial intelligence linked to the future E-4C Survivable Airborne Operations Center, raising the total value of the effort to $44.34 million. The work supports modernization of the U.S. airborne strategic command architecture intended to preserve national command functions when fixed ground facilities are unavailable.
The U.S. Air Force has expanded its investment in agentic artificial intelligence for the future E-4C Survivable Airborne Operations Center through an additional $12.09 million awarded to Scale AI. The increase brings the contract to $44.34 million and connects the technology directly to the modernization of the U.S. airborne strategic command system. The effort is intended to support an architecture designed to maintain national command functions if fixed command facilities become unavailable.

The E-4C is intended to replace the current E-4B Nightwatch, which is used as the National Airborne Operations Center and forms part of the U.S. National Military Command System. Based on the Boeing 747-8i, the aircraft is a long-range four-engine jet capable of aerial refueling. It is also expected to incorporate protection against electromagnetic pulse as well as nuclear and thermal effects. Its mission is to provide the U.S. president, the Secretary of Defense, and the chairman of the Joint Chiefs of Staff with a survivable command, control, and communications center from which U.S. forces can be directed, emergency orders transmitted, and civilian authorities coordinated during a national crisis.
According to a contract announcement published by the U.S. Department of War on October 2, 2026, Scale AI Inc. received modification P00003 to contract FA875126C0001 for work identified as “Agentic Artificial Intelligence for the E-4C/Survivable Airborne Operations Center Program.” The modification adds exactly $12.093 million to the $32.247 million already awarded, bringing the cumulative value to $44.340 million. Five million dollars in fiscal year 2026 research, development, test and evaluation funding is being obligated at the time of award.
The work will be carried out in San Francisco, California, with completion scheduled for November 5, 2027. The original contract was awarded earlier in 2026 by the Air Force Research Laboratory’s Information Directorate in Rome, New York. The latest modification is being administered by the Air Force Life Cycle Management Center at Hanscom Air Force Base in Massachusetts. It therefore expands an existing agentic AI effort within the SAOC program rather than establishing a separate project.
The development comes as the U.S. Air Force continues to replace its E-4B fleet, which is based on the Boeing 747-200 and is nearing the end of its service life. The fiscal year 2026 U.S. budget explicitly identifies SAOC among the modernization programs supporting the Air Force’s nuclear enterprise. The E-4C will assume the national airborne command post mission with a newer 747-8i airframe and an architecture intended to sustain strategic communications in a heavily degraded environment.
The planned operational organization illustrates the aircraft’s role. At least one E-4C is expected to remain on alert around the clock with a worldwide watch team, while several bases may support its deployment. Air Force Global Strike Command is to provide aircrews, maintenance, security, and communications support. E-4C operations are directed by the Joint Chiefs of Staff and executed by U.S. Strategic Command, which also provides personnel for the SAOC airborne battle staff.
Within this framework, the work funded through Scale AI adds a new digital component to an architecture whose primary purpose is continuity of command. Agentic artificial intelligence differs from tools limited to generating a single response by being able to organize a sequence of actions and handle multiple stages of a task. In a command center operating under high pressure and managing large volumes of communications and information, such technology can support data exploitation and staff workflows. What is established by the contract is its integration into the E-4C/SAOC program, with development funding extending through November 2027.
The E-4C is intended to give U.S. authorities a command post capable of remaining functional after the loss or unavailability of ground-based centers. Its value lies less in mobility alone than in maintaining a battle staff, strategic communications, and the transmission of orders when fixed networks may be disrupted. Aerial refueling allows the aircraft to remain on mission without an early return to base, while protection against electromagnetic pulse and nuclear effects is intended to preserve essential systems after a large-scale attack. The addition of agentic artificial intelligence fits into this environment, where the speed of information processing and distribution can become critical when communications are degraded, and data volumes rise sharply.
The program is directly connected to the credibility of the U.S. nuclear command structure. For an adversary, neutralizing strike forces would represent only one part of the problem, as disrupting the means by which national leaders receive information, authenticate it, and transmit decisions could also affect the ability to respond. Replacing the E-4B with the E-4C is intended to reduce that vulnerability as Russia and China continue to develop nuclear, cyber, and electronic warfare capabilities. The Scale AI funding also shows that the modernization effort extends beyond the aircraft itself. Washington is investing in information processing within its future airborne command center, placing the E-4C within the broader U.S. effort to preserve command continuity and communications during a conflict involving nuclear-armed powers.
