Taiwan’s New F-16V Block 70 Fighters Bring New Strategic Weight to the Cross Strait Airpower Equation

Taiwan has received its first two newly built F-16V Block 70 fighters, with the Ministry of National Defense confirming their arrival at Chihhang Air Base on October 2, 2026, nearly three years after deliveries were originally expected to begin. The aircraft start a 66-fighter reinforcement that will expand Taiwan’s ability to detect, track and engage air threats while sustaining combat power against growing Chinese military pressure around the island.
The F-16V Block 70 combines the AN/APG-83 AESA radar, modern avionics, Link 16 connectivity and electronic-warfare systems with new airframes designed for a 12,000-hour service life. Its operational value will depend on how effectively Taiwan integrates the fleet with weapons, ground-based air defenses, resilient command networks and dispersed air-base operations to complicate any PLA attempt to rapidly establish air superiority across the Taiwan Strait.

On October 2, 2026, Taiwan received its first two newly built F-16V Block 70 fighter jets, opening a long-awaited new chapter in the island’s combat-air modernization nearly three years after deliveries were originally expected to begin. The aircraft arrived at Chihhang Air Base in Taitung as Taipei faces sustained Chinese military activity around the island. Taiwan’s Ministry of National Defense Military News Agency confirmed the milestone, describing the delivery as part of efforts to strengthen the island’s overall air-defense capabilities.
From a Three-Year Delay to a New Generation of Taiwanese F-16s
The two single-seat aircraft, carrying serial numbers 6727 and 6728, are the first arrivals from Taiwan’s 66-aircraft F-16 Block 70 procurement program, known locally as the Peace Phoenix Soaring project. Taiwan established the 7th Tactical Fighter Wing in December 2023 as part of preparations to introduce the new aircraft, subsequently organizing subordinate operational units in phases and sending aircrew and technical personnel to the United States for conversion training. The Air Force said the newly arrived jets will now enter acceptance, conversion-training and operational-preparation activities. According to the service, 63 additional F-16 Block 70 aircraft were on the U.S. production line when the first pair arrived, with some already reaching the delivery stage. Their arrival was marked by an escort of Taiwanese F-16V Block 20 fighters and T-5 Brave Eagle advanced trainers.
The arrival is significant precisely because of how long Taiwan has waited. The United States approved the approximately $8 billion Foreign Military Sale for 66 F-16C/D Block 70 aircraft and associated equipment in 2019, with deliveries originally expected to begin in 2023 and the program scheduled for completion in 2026. The first aircraft did not reach Taiwan until October 2026. Supply-chain disruptions initially affected the schedule, while subsequent delays were linked to production adjustments and the extensive testing required to integrate Taiwan-specific systems, wiring and software. In March 2026, Taiwan’s Ministry of National Defense said the configuration required continuing flight testing and calibration before modifications could be fed back into the production line. The arrival of the first pair represents more than a ceremonial delivery: it marks tangible progress in a program whose delays have become a test of both U.S. defense-industrial capacity and the ability to translate approved arms sales into operational capability.
The F-16V Block 70 provides Taiwan with considerably more than additional fighter numbers. At the center of the aircraft is the Northrop Grumman AN/APG-83 Active Electronically Scanned Array radar, supported by a modernized mission computer and avionics architecture, advanced datalinks and a high-resolution cockpit display designed to improve situational awareness and targeting. The 2019 U.S. sale package also included Link 16 systems, electronic-warfare equipment and F110 engines. Importantly, Taiwan’s existing F-16A/B fleet has already undergone extensive modernization to the F-16V Block 20 standard, meaning the new Block 70 does not introduce the Viper’s advanced avionics concept from scratch. Its additional value lies in combining modern systems with newly manufactured airframes designed around a 12,000-hour structural service life, providing Taipei with long-term force capacity rather than simply another upgrade to aircraft originally built decades ago.
An Airpower Reinforcement With Wider Indo-Pacific Consequences
Operationally, two aircraft alone do not alter the balance of airpower across the Taiwan Strait. Their significance lies in the force that is intended to follow. The Block 70 fleet can expand Taiwan’s capacity to detect, track and engage increasingly sophisticated air threats while improving connectivity with other elements of the island’s air-defense network. Yet the aircraft cannot by themselves erase the major numerical and technological asymmetries facing Taiwan’s Air Force against the People’s Liberation Army. Their arrival coincides with persistent Chinese military operations around the island: in the 24 hours preceding October 2, Taiwan detected six PLA aircraft, seven PLA Navy vessels and eight other Chinese official ships, with four aircraft crossing the Taiwan Strait median line and entering Taiwan’s southwestern and eastern air-defense identification zone. A day earlier, Taiwan reported 23 PLA aircraft operating around the island. Against that backdrop, the Block 70 must be viewed as one component of a broader system involving ground-based air defense, airborne sensors, command networks, electronic warfare, hardened infrastructure and the ability to continue generating sorties after an initial attack.
The eastern location of Chihhang Air Base adds another strategic dimension. Taiwan’s defense leadership has identified the island’s eastern region as important for preserving combat power, reflecting a wartime geography in which air bases facing mainland China could be subjected to concentrated missile, air and unmanned-system attacks. Eastern Taiwan is not a sanctuary, the PLA possesses precision-strike systems capable of reaching targets across the island, but dispersing and operating combat aircraft there could complicate Chinese targeting and require Beijing to devote additional intelligence, surveillance, reconnaissance and long-range strike resources to suppress Taiwanese airpower. The location also faces the Western Pacific, giving it importance within the wider first-island-chain battlespace. The decisive issue, however, will not be where the first two aircraft landed, but how effectively Taiwan can protect, disperse, rearm, repair and regenerate its fighter force during sustained combat operations.
Geopolitically, the delivery sends a message that extends beyond the capabilities of the aircraft themselves. Beijing has consistently opposed U.S. weapons sales to Taiwan, while Washington continues providing defensive systems under its long-standing security relationship with Taipei. Bringing the first Block 70s onto Taiwanese soil demonstrates that the 2019 fighter agreement is finally moving from authorization and production into operational reality despite Chinese objections and years of delay. At the same time, that delay exposes a broader challenge for U.S. security partnerships in the Indo-Pacific: deterrence depends not simply on weapons being approved or contracts being signed, but on defense-industrial capacity being able to deliver those systems before a crisis emerges. For Taiwan, the ultimate measure of the program will be aircraft made combat-ready, not simply aircraft delivered, with trained pilots, maintainers, weapons stocks, electronic-warfare support, resilient runways and sufficient sortie-generation capacity to survive a high-intensity conflict.
Taiwan’s first two F-16V Block 70s are consequently both an airpower milestone and a reminder of the pressure surrounding the island’s modernization program. Their arrival roughly three years after deliveries were originally expected to begin exposes the strategic consequences of extended defense-production timelines, but it also begins the most consequential phase of Taiwan’s new-fighter acquisition: converting dozens of aircraft moving through the U.S. production and delivery system into deployable combat capability. As additional Block 70s reach Taiwan, their real strategic value will be measured not by the symbolism of individual arrivals but by how effectively Taipei integrates their sensors, pilots, weapons, maintenance, electronic warfare, runway resilience and dispersed operating concepts into a force capable of surviving sustained attack and complicating any attempt by Beijing to achieve rapid air superiority.
