U.S. Navy Plans F-35 Fighter Mission Planning Redesign to Improve Future Combat Sortie Preparation

The U.S. Navy is preparing a five-year engineering contract to redesign the F-35 Lightning II Mission Planning Environment used to prepare missions and load required data into the aircraft before flight. The effort will support the next generation of the Joint Strike Fighter mission planning environment by updating the ground-based architecture and the engineering processes that underpin sortie preparation.
The planned contract focuses on the systems engineering and requirements development needed to reshape the F-35’s ground-based mission planning environment. The work will address the architecture used before each sortie, where mission data is prepared for transfer to the aircraft, as part of the broader transition toward a next-generation planning environment for the Joint Strike Fighter program.

The requirement covers analysis, systems engineering, operational subject-matter expertise, as well as support for program planning and management. The Naval Air Warfare Center Weapons Division expects the work to run from May 20, 2027, to May 19, 2032, with an award currently anticipated around May 2027. The notice does not limit the modernization effort to the U.S. Navy’s F-35C and instead refers to the F-35 Lightning II program as a whole.
According to a Sources Sought notice published on October 2, 2026, by the Naval Air Warfare Center Weapons Division, or NAWCWD, the effort is intended to support the F-35 Mission Planning Environment Integrated Product Team as part of the MPE redesign project. The current schedule calls for a final request for proposals around January 25, 2027, followed by a possible award on May 20. The Navy notes, however, that the notice is still part of a market research process and does not constitute a formal solicitation or an awarded contract.
The financial scope appears separately in NAWCWD’s FY2026 acquisition forecast. The document estimates the value of the future F-35 Mission Planning Environment requirement at more than $50 million but less than $100 million over 60 months. The contract is expected to cover concept development, requirements definition and systems engineering for the future F-35 mission planning environment. Navy planning documents also indicate high security requirements, including Top Secret clearances for certain facilities and personnel.
Mission planning is a central part of F-35 operations, even though it receives less attention than the aircraft’s sensors, weapons or low-observable features. The Mission Planning Environment brings together ground-based tools that allow pilots and mission planners to prepare mission-specific information before transferring it to the aircraft. This process takes place before takeoff and converts operational orders, available threat data, and mission parameters into information that crews can use during the sortie.
The architecture surrounding this system is also changing. In a separate acquisition released in June 2026, the F-35 Joint Program Office described a new Mission Planning Environment Country Kit intended to replace the various MPE Squadron Kits used by partner nations with a more centrally managed infrastructure. The architecture is expected to combine containerized software with servers and workstations, as well as High Assurance In-line Network Encryptors approved by the National Security Agency. The requirement also covers software development, hardware engineering, cybersecurity and network interoperability.
The redesign therefore affects a component of the F-35 combat system located at the interface between intelligence, operational preparation and the aircraft itself. Mission planning tools must organize the data crews need before entering contested airspace while operating inside a highly protected information environment. The F-35 program also relies on separate mission data reprogramming systems used to convert threat intelligence into data files that can be exploited by the aircraft. Mission planning and mission data reprogramming remain distinct functions, but together they influence how effectively an F-35 enters an operational area prepared for a specific threat environment.
At the tactical level, this preparation begins well before takeoff. F-35 pilots may need to plan routes around surface-to-air missile coverage, coordinate timing with other aircraft, prepare weapons employment, and account for changes in the threat picture. Mission planning also supports the use of guided and stand-off weapons against fixed or dynamic targets. A redesigned architecture could therefore reduce friction between intelligence, planning and execution, particularly during dispersed operations where available time, secure connectivity and ground-based computing resources may be constrained.
The effort also reflects the growing importance of digital systems in fifth-generation air operations. F-35 combat effectiveness does not depend only on the AN/APG-81 active electronically scanned array radar, electro-optical sensors, electronic warfare systems or weapons. It also relies on the ground infrastructure that prepares data before each mission and supports the wider digital environment used by operational units. As Block 4 capabilities introduce additional weapons and software functions, the mission planning environment must continue to evolve alongside an aircraft whose configuration changes throughout its service life.
For the United States and F-35 partner nations, the modernization goes beyond a routine software update. The aircraft now forms a common element across air forces in North America, Europe and the Indo-Pacific, making secure and interoperable mission preparation increasingly relevant to coalition operations. Against increasingly dense and integrated Russian and Chinese air-defense networks, the ability to convert intelligence rapidly into mission-ready data is becoming an important part of F-35 operational effectiveness alongside improvements to sensors and weapons.
