Aviation workforce gaps: Can your workforce move with the season?

Aviation workforce gaps can be particularly prominent during seasonal shifts. As the European summer season ends, aviation demand does not disappear, it shifts according to passengers’ evolving trends. In turn, aircraft, crews, and MROs must follow passengers towards the Middle East, Asia-Pacific, Africa and other international markets.

For instance, an average of 35,959 daily flights in Europe were recorded between June and August 2026, amounting to 2.4% more than in summer 2025. On July 24th, the network reached an all-time record of 37,659 flights. Yet, capacity and staffing still represented 49% of en-route ATFM delays, ahead of several other causes.

Airlines, carriers, operators and MROs should be proactive in addressing these aviation workforce gaps. Clearly, seasonal capacity planning must begin before demand peaks, and not when rosters, training slots and recruitment pipelines are already under pressure.

Seasonal demand and aviation workforce gaps

Aviation workforce gaps become more difficult to manage when passenger demand shifts faster than aviation personnel can be recruited, trained, and deployed. European airlines may experience a gradual reduction in leisure demand after summer, while other regions enter important travel, tourism, religious, or business periods.

In November 2025, for instance, global passenger demand increased 5.7% year on year, while international demand rose 7.7%. Similarly, African airlines recorded 11.2% international demand growth in the same month, while Asia-Pacific carriers reported 9.3% international demand growth.

In tandem, Middle Eastern carriers recorded 9.6% growth, with regional passenger load factor reaching 81.4%, representing a 0.3% point increase compared to November 2024. Simultaneously, European carriers saw demand rise 6.8%, with an 85.6% international load factor, an increase of 6.1% year-on-year.

These figures confirm that aviation recruitment cannot be planned around one geographical point or a single annual peak to combat workforce gaps effectively. Demand may soften in one market while route launches, winter sun travel, pilgrimage traffic, long-haul connectivity or cargo activity, increase elsewhere.

Long-term outlooks reinforce this structural challenge as forecasts set the demand for 660,000 new pilots, 710,000 maintenance technicians and 1 million cabin crew members between 2025 and 2044. Seasonal peaks therefore expose a wider, permanent shortage of aviation talent. In turn, building permanent infrastructure to handle every temporary demand spike may be inefficient for airlines. External aviation recruitment and contracting support can provide flexibility when demand rises, then scale down when the operating season changes.

How workforce capacity affects performance

Recruitment and aviation workforce gaps directly affect schedule integrity, aircraft utilisation, passenger experience and revenue protection. When airlines lack sufficient qualified personnel, they may need to:

● Reduce the number of sectors operated.

● Consolidate or cancel flights.

● Limit aircraft utilisation.

● Delay maintenance inputs.

● Increase overtime and fatigue risk.

● Depend on expensive last-minute wet leases or crew repositioning.

● Accept longer turnaround times and weaker operational resilience.

The 2026 European summer provides a useful warning. Although overall ATFM delays fell by 17%, 681,000 flights were still delayed by flow management restrictions, amounting to approximately 7,400 flights per day. Capacity and staffing accounted for 49% of en-route delays, while severe convective weather contributed 43%. Importantly, Eurocontrol identified improved rostering, staff availability and continuous recruitment as priorities for future capacity planning.

This pattern is not unique to 2026; during summer 2024, more than one-third of European flights arrived over 15 minutes late, while ATC capacity and staffing accounted for almost half of en-route ATFM delay. The summer’s total delay cost at €1.8 billion, with capacity and staffing responsible for almost €1 billion after excluding weather. It was later confirmed that staffing and capacity issues caused 87% of ANSP delays in 2024, while staffing-related delays had increased by 201.7% since 2015.

European ATC delays cost airlines and passengers €17.5 billion since 2015, with more than 70% linked to capacity and staffing issues. As seasonal peaks become sharper, airlines need to forecast aviation personnel requirements early, maintain qualified candidate pipelines and use specialist aviation recruitment or contracting partners to add capacity before disruption begins.

MRO capacity presents a similar risk, amidst consistent airline delays in the US year after year. In fact, North American shortage of approximately 25,000 aviation technical personnel in 2026, including 9,100 certificated mechanics. An aircraft cannot return to service because passenger demand is strong; it needs appropriately licensed and available maintenance experts.

Workforce shortages are a network performance issue, stemming from lack of recruitment strategy. A shortage in a critical control centre, maintenance team, cockpit, cabin crew roster or ground-handling operation can restrict capacity across an entire schedule.

Pilots, cabin crew, and ground operations

Pilots are difficult to source at short notice because operators must verify licences, type ratings, recency, medical certification, simulator availability and regulatory compliance. Seasonal demand can be particularly challenging for A320, B737 and widebody fleets, where multiple carriers may compete for the same talent pool.

To wit, Volotea’s seasonal A320 Captain campaign targeted recruitment programs screened and vetted hundreds of type-rated pilots, enabling the airline to meet its hiring targets before the 2023 peak season. The lesson here is not that every airline needs a large permanent recruitment department, but that recruitment should begin while there is still time to build a qualified candidate pipeline to avoid any workforce gaps.

Cabin crew demand moves with aircraft rotations, route launches and seasonal schedules. Airlines must account for safety training, language requirements, base location and crew availability, not simply the number of applications.

Ground operations create similar pressure. Passenger service agents, ramp personnel, dispatchers, load controllers and operations coordinators can determine whether an aircraft departs on schedule. The 2022 European disruption demonstrated how ground-staff shortages could result in airport caps, cancelled flights and long queues.

Aviation talent strategies should be linked to the airline’s network operations plan, fleet plan and seasonal schedule at least several months before deployment. Waiting until demand is visible in passenger bookings can be too late for regulated roles. The right partner can help translate a seasonal operating plan into a realistic workforce requirement, identify aviation experts, and accelerate the movement from vacancy to verified candidate.

Engineers and MRO specialists

Aviation workforce gaps create a similar risk for MROs and airline engineering departments. The workforce plan must reflect aircraft maintenance programmes, heavy checks, line maintenance coverage and fleet transitions. Certified technicians may be available in one region but not in another, and their qualifications may not transfer automatically between jurisdictions.

Specialist recruitment partners provide workforce solutions by sourcing aviation personnel internationally, pre-screening licences and experience, coordinating documentation, and supplying contractors for defined periods. Operators gain capacity without permanently expanding internal recruitment infrastructure.

Conclusion: Move early to avoid aviation workforce gaps

Workforce solutions must move at the same speed as aircraft and passengers; particularly during seasonal shifts. Traffic records can return quickly, while staffing and capacity constraints continue to influence punctuality and network performance.

Airlines should not wait for cancellations, overtime pressure, clear workforce gaps, or aircraft-on-ground events to reveal a workforce gap. By forecasting seasonal demand early and combining permanent hiring with specialist recruitment and contracting, operators can scale more quickly while protecting safety, compliance and operational continuity. The post Aviation workforce gaps: Can your workforce move with the season? appeared first on AeroTime.
